Construction Operations & Compliance Manager

Location: New York, NY

Employment Type: Full-Time

About the Position

We are seeking a highly organized and detail-oriented Construction Operations & Compliance Manager to support construction projects, capital improvements, and ongoing building operations. This individual will play a critical role in managing project administration, coordinating contractors, overseeing financial tracking, and ensuring compliance with regulatory requirements.

Position Overview

The Construction Operations & Compliance Manager will be responsible for managing construction administration, reviewing project costs, coordinating vendors, ensuring regulatory compliance, and supporting project execution from planning through completion. This individual will work closely with ownership, construction managers, consultants, contractors, and government agencies to ensure projects are completed efficiently, on budget, and in compliance with all applicable regulations.

Key Responsibilities

Construction Administration & Financial Management

Review, process, and manage construction invoices, billing, and payment applications.
Track project budgets, costs, commitments, and expenditures.
Verify contractor invoices against approved proposals and contract terms.
Coordinate payment processing with accounting teams.
Prepare cost reports and maintain project financial records.

Contract & Vendor Management

Review contractor estimates, bids, and proposals.
Negotiate pricing, scope, and contract terms with vendors and subcontractors.
Assist in drafting and administering contracts, purchase orders, and change orders.
Monitor contractor performance and ensure adherence to project requirements.

Project Coordination

Coordinate schedules with construction managers, consultants, contractors, and building staff.
Track project milestones and ensure timely completion of work.
Facilitate communication between project stakeholders.
Attend project meetings and maintain detailed records of project progress.

Permitting & Regulatory Compliance

File and track permits with the New York City Department of Buildings (DOB) and other regulatory agencies.
Monitor permit status and ensure all required approvals are obtained.
Research building regulations, code requirements, and compliance issues.
Review properties for open violations, ECB violations, and DOB issues.
Coordinate corrective actions and ensure timely resolution of violations.

Building Systems & Construction Knowledge

Possess working knowledge of scaffolding, elevators, façade work, and general construction practices.
Assist in reviewing construction scopes and identifying potential project risks.
Coordinate inspections and compliance requirements related to building systems and exterior work.

Qualifications

3+ years of experience in construction management, project administration, property management, or a related field.
Strong understanding of construction invoicing, budgeting, and contract administration.
Familiarity with NYC Department of Buildings procedures, permitting, and violation management.
Knowledge of scaffolding, elevators, façade restoration, and commercial building systems preferred.
Strong negotiation and vendor management skills.
Excellent organizational and communication abilities.
Ability to manage multiple projects simultaneously.
Proficiency in Microsoft Excel, Word, Outlook, and project tracking software.

Preferred Experience

Commercial real estate experience.
Experience working with NYC construction regulations and compliance requirements.
Familiarity with DOB NOW, BIS, ECB/OATH violations, and permit filing processes.
