Full Job Description

Position Summary

The Human Resources & Payroll Generalist is responsible for the accurate, timely, and confidential administration of core human resources processes. The role focuses on employee records, payroll and timekeeping inputs, recruitment coordination, onboarding and separation documentation, benefits support, training records, and routine employment-compliance requirements.

This position is the organization's day-to-day HR operations resource and works closely with the CEO, COO, supervisors, payroll and benefit vendors, and external advisors. The role is expected to identify gaps, maintain reliable records, and escalate employee-relations, legal, or policy matters rather than independently making high-risk employment decisions.

Essential Duties and Responsibilities

Employee Records and HR Data

· Create, maintain, audit, and securely retain electronic and paper personnel files in accordance with organizational policy and applicable record-retention requirements.

· Maintain accurate employee demographic, job, compensation, credential, benefit, leave, and status information in HR and payroll systems.

· Process and document new hires, transfers, compensation changes, status changes, leaves, and separations.

· Track required licenses, certifications, background screenings, training, acknowledgments, evaluations, and other employment documentation.

· Prepare routine workforce reports, rosters, turnover data, vacancy data, training reports, and personnel-file audit results.

Payroll and Timekeeping Administration

· Review employee time entries, leave usage, corrections, approvals, and supporting documentation before payroll deadlines.

· Enter or transmit approved payroll data, deductions, reimbursements, garnishments, benefit changes, and personnel actions to the payroll system or provider.

· Coordinate payroll processing, verify payroll registers, identify discrepancies, and route final approval to authorized leadership.

· Respond to routine employee payroll and timekeeping questions and promptly escalate unresolved or sensitive issues.

· Maintain payroll records and support grant, program, financial, or compliance reviews related to time and attendance.

Recruitment, Hiring, and Onboarding

· Post approved vacancies, maintain applicant records, coordinate interviews, and communicate with candidates.

· Complete reference checks, background-screening coordination, eligibility documentation, and pre-employment requirements as assigned.

· Prepare offer and onboarding materials using approved templates and compensation information.

· Coordinate new-hire orientation, policy acknowledgments, system access requests, required training, and introductory schedules.

· Maintain recruiting and vacancy metrics and ensure applicants and hiring documentation are handled consistently.

Benefits, Leave, and Employee Support

· Administer routine benefit enrollments, changes, terminations, eligibility tracking, and employee communications in coordination with vendors and leadership.

· Maintain leave records and coordinate routine PTO, emergent leave, FMLA, military leave, workers' compensation, and accommodation documentation under established procedures.

· Serve as a first point of contact for routine HR questions and direct employees to appropriate policies, forms, vendors, or leadership.

· Maintain confidentiality and avoid providing legal, medical, or tax advice beyond authorized resources and established procedures.

HR Compliance and Process Administration

· Maintain required employment posters, forms, notices, policy acknowledgments, and recurring HR compliance calendars.

· Conduct periodic personnel-file, I-9, timekeeping, credential, training, and documentation audits and report deficiencies to the PI Team.

· Support implementation of approved policies and procedures and maintain current templates, checklists, and standard workflows.

· Assist with unemployment claims, workers' compensation records, audits, investigations, and legal requests by gathering and organizing records under direction.

· Monitor recurring deadlines and flag potential compliance risks, missing documentation, or inconsistent practices promptly.

Performance and Training Administration

· Track introductory-period reviews, annual evaluations, corrective-action documentation, required training, and professional-development records.

· Provide supervisors with approved forms, timelines, and administrative guidance for routine performance processes.

· Coordinate training logistics, attendance records, certificates, and learning-management documentation.

· Support employee surveys, recognition activities, wellness initiatives, and staff communications as assigned.

Additional Support

· Assist with special projects, audits, reporting, and organizational events as assigned.

· Perform other duties reasonably related to the position and organizational needs.

Required Qualifications

· Associate degree in human resources, business administration, accounting, or a related field and at least three years of relevant experience; a bachelor's degree may substitute for part of the experience requirement.

· Hands-on experience with payroll, timekeeping, employee records, recruiting, onboarding, benefits, or HR information systems.

· Working knowledge of routine federal and Florida employment-compliance requirements and the ability to recognize issues requiring escalation.

· Strong attention to detail, data accuracy, confidentiality, documentation, and deadline management.

· Proficiency with Microsoft 365 and the ability to learn HR, payroll, applicant-tracking, and training systems.

Preferred Qualifications

· SHRM-CP, PHR, payroll certification, or progress toward a recognized HR credential.

· Experience in a nonprofit, healthcare, behavioral health, grant-funded, or regulated work environment.

· Experience supporting payroll and HR functions for a multi-program organization.

· Experience with personnel-file audits, I-9 compliance, credential tracking, and workforce reporting.
