Full Job Description

Introduction

The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for a Wisconsin Well Woman Program (WWWP) Health Educator in the Bureau of Community Health Promotion (BCHP).

DPH works with our local and Tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs.

Position Summary

As the WWWP Health Educator, you will lead all aspects of the WWWP’s outreach and health education components. This program provides breast and cervical cancer screening services to low income, uninsured, or underinsured clients. Responsibilities include:

Developing education and outreach activities with the WWWP provider network, WWWP coordinating agencies, Wisconsin’s Tribal Nations, local health departments, patient navigators, academic partners, community partners, and other organizations, providing education and clinical services to individuals eligible for breast and cervical cancer screening.
Working closely with the WWWP provider network conveying technical assistance on provider participation requirements, provider reimbursement, WWWP client eligibility, and Wisconsin Well Woman Medicaid, the treatment component for program clients diagnosed with breast and cervical cancers.
Collaborating with and providing statewide consultation and technical assistance to local public health departments, community-based organizations, and other public and private sector partners to ensure the breast and cervical cancer prevention of clients served by the WWWP are addressed.
Conducting needs assessments; planning, implementing, and evaluating the effectiveness of health education programs.
Conducting quality improvement efforts.

Salary Information

The starting pay is between $34.75 to $36.50 per hour (approximately between $72,200 and $75,900 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period will be required.

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Public Health Educator – Senior and is in pay schedule and range 11/04.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications

Minimally qualified applicants will have all of the following:

Experience providing public health prevention and education activities.
Experience developing and maintaining relationships with a diverse set of state, local, Tribal or federal partners.
Experience leading or implementing community-based outreach and education programs.
Experience providing consultation and technical assistance to internal or external colleagues or partners.

Well-qualified applicants will also have one or more of the following:

Experience working with state, local, or Tribal agencies; healthcare organizations, systems, or networks; or safety net clinics on cancer education and prevention programs.
Experience developing and disseminating evidence-based materials or programs to improve health outcomes, including cancer prevention.
Experience with contract management within the State of Wisconsin system.
Experience planning and evaluating communication and outreach approaches, including cancer prevention.
Experience providing cancer prevention and education activities.
