Safety Manager – Job Description

Position Description

The Safety Manager is responsible for leading Universal Services’ Environmental, Health, and Safety (EHS) program across all operations. This role ensures compliance with regulatory requirements, drives proactive safety initiatives, and supports a culture of accountability, prevention, and continuous improvement.

The Safety Manager provides leadership, guidance, and technical expertise to field and office personnel, focusing on training, risk mitigation, and the development of safe work practices. This position partners with Senior Leadership, Operations, HR, and Project Management to build a safety-first environment that protects employees, minimizes risk, and ensures regulatory excellence.

Core Responsibilities

Safety Leadership & Oversight

Lead the Safety Department and oversee company-wide initiatives.
Provide training, coaching, mentorship, and guidance to Safety Coordinators and field leaders.
Conduct routine site visits, field audits, and safety assessments across multiple locations.
Promote a culture of ownership, accountability, and continuous improvement in safety.

Regulatory Compliance & Documentation

Ensure compliance with OSHA, DOT, EPA, and local safety regulations.
Maintain all safety documentation, including SDS sheets, permits, and environmental reports.
Manage PPE inventory, job hazard analyses, and job-specific safety plans.
Prepare monthly incident summary reports and lead root cause analysis meetings.
Serve as the point of contact for regulatory inspections and insurance audits.
Prepare and conduct monthly safety committee meetings.

Incident Management & Investigation

Oversee all incident investigations, ensuring proper documentation and follow-up.
Collaborate with management and HR on injury reporting and return-to-work processes.
Identify root causes and implement corrective actions to prevent recurrence.
Facilitate communication of lessons learned across teams and departments.

Training & Development

Design and deliver ongoing safety and compliance training for all levels of staff.
Conduct field toolbox talks, orientation sessions, and leadership safety briefings.
Track and document employee training in HSI/LMS and maintain compliance records.
Support leadership in developing department-specific training programs.

Environmental & Industrial Hygiene Oversight

Manage environmental programs including waste handling, SPCC, and stormwater compliance.
Support industrial hygiene monitoring and exposure assessments.
Collaborate with HR on fitness-for-duty and return-to-work evaluations.
Lead the Safety Committee and drive measurable improvements in engagement.

Data & Program Improvement

Develop key safety performance indicators (KPIs) and provide regular reporting to leadership.
Leverage software systems to track compliance, training, and incident data.
Identify trends and recommend solutions to reduce risk and improve outcomes.
Lead the implementation of new safety technologies, reporting tools, and best practices.

Minimum Qualifications

Bachelor’s degree in Occupational Safety, Environmental Health, or related field.
7–10 years of safety management experience in construction, utilities, or industrial environments.
Strong working knowledge of OSHA, EPA, and DOT regulations.
Proven ability to lead safety programs, investigations, and training at scale.
Excellent communication, leadership, and documentation skills.
Proficiency in Microsoft Office, LMS, and safety management software.

Preferred Skills

OSHA Outreach Training Instructor certification (Construction or General Industry).
OSHA 30-hour or higher certification; CSP or CHST credential preferred.
Experience with management systems and digital compliance tools.
Strong analytical skills and ability to interpret safety metrics and trends.
Ability to influence and motivate teams at all levels of the organization through training and coaching.

Physical Demands & Competencies

Field and office-based role; must be able to visit active construction sites regularly.
Year-round exposure to outdoor weather conditions and job site environments.
Ability to lift up to 40 lbs and wear required PPE.
Must demonstrate strong interpersonal skills, adaptability, and a commitment to safety excellence.

Work Schedule

Full-time, exempt position.
Standard schedule: Monday – Friday, with flexibility for nights, weekends, and emergencies.
Regular and punctual attendance is essential.
