POSITION: Probation Officer I
DEPARTMENT: Greene County Probation
SALARY: $40,941.26/year (starting base salary)
UMWA Bargaining Unit
HOURS: 8:00 am to 5:00 pm
Monday – Friday (evenings and weekends as required)
40 hours per Week / 1 Hour Unpaid Lunch
Paid On-call weekends and evenings as assigned

Probationary Period
DEFINITION: This is a Court appointed professional position providing probation casework services in a county probation office.
This employee will advise, counsel, supervise and investigate criminal offenders, and matters concerning them, referred to the probation office. Supervision will incorporate evidence-based strategies and techniques with the goal of ensuring that balanced attention is given to the protection of the community from known offenders, to hold offenders accountable for offenses committed, and to assist offenders in developing competencies that enable offenders to be successful members of the community.
Work includes a wide variety of contacts with agencies, employers, schools, faith-based institutions, friends, and families in securing information regarding these individuals and to develop useful and effective case plans. There may be an element of physical danger involved in working with offenders in some cases.
EXAMPLES OF WORK PERFORMED:
Supervises criminal offenders, investigating their activities to determine if they are following their case plan and whether or not they are violating probation.
Provides and/or refers to individual and group counseling and other services to help offenders with special problems in their personal, social, and economic adjustment to the community.
Works collaboratively with various service providers such as drug and alcohol services and mental health services to provide treatment for offenders.
Maintain positive working relationships with the families of offenders.
Work collaboratively with police agencies, prosecution, defense counsel, and the Court.
Makes or assists in making arrests of violators.
Works with schools, faith-based institutions, social groups, and any other community resource that impacts the life of offenders.
Help victims obtain restitution, understand the Court system and their rights within it, and obtain their input into matters pertaining to their case.
Conduct and prepare detailed reports of activities and contacts completed, and to provide comprehensive written reports when requested.
Testify in Court hearings relating to supervision of clients.
Supervise and monitor community service.
Provide reports, assessments and statistics as requested.
Enter and maintain various databases.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Bachelor’s Degree from an accredited college or university, preferably either a degree in criminal justice, psychology, or sociology.
Ability to work effectively with disturbed and maladjusted individuals in an authoritative setting.
Ability to make clear and pertinent statements, orally and in writing, and to prepare clear and concise reports.
Must possess a current valid Pennsylvania Driver’s License.
Knowledge of community, social, and economic resources, with emphasis on factors relating to crime and delinquency.
The candidate’s criminal and child clearance/abuse histories are subject to review, and the candidate agrees to sign any necessary forms and submit any required fees associated with obtaining this information as a prerequisite to employment.
Knowledge of casework principles and practices.
Ability to establish and maintain effective working relationships with individuals, other agencies, institutions, and the public.
Ability to work non-traditional hours.
Doctor’s certification that the individual can meet the attached essential physical requirements (the doctor’s certification does not need to be completed until the individual has been notified that he/she is a final candidate for the position).
Must pass a drug screen.
No prior criminal record of felonies. Must have Act 33 and 34 clearances.
Must complete and pass psychological evaluation by licensed psychologist as arranged by Greene County Probation.
Ability to work effectively with disturbed and maladjusted individuals in an authoritative setting.
SUPERVISION RECEIVED:
Receive regular instructions from Chief Probation Officer and/or designee with regard to daily work duties.
SUPERVISION GIVEN:
None
WORKING CONDITIONS:
1. Works indoors and outdoors in adequate workspace, various temperatures,
ventilation and lighting.
2. Works with average indoor exposure to noise, stress, and disruptions.
3. Normal indoor exposure to dust/dirt.
QUALIFICATIONS:
A.
1. Bachelor’s degree from an accredited college or university, preferably either a degree in criminal justice, psychology, or sociology.
2. Once hired, candidate must attend and successfully attain firearms certification through the County Probation and Parole Officers’ Firearm Education and Training Commission (FETC).
3. Once hired must attend three-week Basic Probation and Parole Training.
1. The candidate’s criminal and child line histories are subject to review, and the candidate agrees to sign any necessary forms for obtaining this information as a prerequisite to employment.
1. Candidate must complete and pass psychological evaluation by licensed
psychologist as arranged by Greene County Probation.
2. Post conditional offer physical examination required to determine the candidate’s abilities to perform essential duties of the job.
ESSENTIAL PHYSICAL AND MENTAL QUALIFICATIONS:
1. Must possess ability to record, convey, and present information, explain procedures, and follow instructions.
2. Must be able to sit for long periods throughout the workday, with intermittent
periods of standing and walking.
3. Must be able to push/pull without assistance, separate uncooperative people by
pushing, pulling, using locks, grips, or holds, without assistance, physically restrain (e.g., handcuff or hold) client. With assistance, place resistive violator in backseat of car. Without assistance, hold and/or grip wrist(s), arm(s), belt, etc., of struggling client violator tightly to prevent escape.
4. Must be able to climb, ascend, and descend one or two flights of stairs. Ascend
and descend three or four flights of stairs. Climb over two-to-three-foot barrier (fence, wall, guardrail, etc.).
5. Must be able to jump over obstacles (e.g., guardrail, ditch, etc.).
6. Must be able to bend to look under couch or bed for physical evidence at scene of crime/violation or residence. Bend to look under automobile seats or dashboard for evidence regarding violation of parole/ARD/IP/probation.
7. Ability to run or jog 25 yards.
8. Must be able to walk continuously for five minutes to make client and collateral contacts, etc. Walk up a gradual hill or small embankment. Walk in loose dirt or mud. Walk across slanted surfaces.
9. Must be able to move quickly to get out of vehicle to pursue client in car or to assist a fellow agent in an emergency, dodge airborne objects (e.g. bricks, bottles, stones, etc.) block and evade blows, punches, kicks, etc., with arms, hands or legs and twist to attend to parole violator in back of vehicle.
10. Ability to hear and to take instruction spoken in a normal tone of voice. Able to hear conversations over the sounds of machinery and traffic while interviewing individuals or receiving instructions; receive phone calls, identify speech and voice characteristics over the phone (sex, age, accent, etc.) while recording message/notes accurately.
11. Must be able to see in order to determine whether a person is under the influence of drugs or alcohol by using observational cues or appropriate special equipment, read street signs, mailboxes, and house numbers; recognize a person previously known based on physical characteristics and facial features (but wearing different clothing) from a distance of 30 to 100 feet.
