Fiscal Officer

Fauquier Community Action Committee
Location: Warrenton, Virginia
Position Type: Part-Time
Education Required: Bachelor’s Degree
Reports To: Executive Director

Job Summary

Fauquier Community Action Committee is seeking a qualified and experienced Fiscal Officer to provide day-to-day processing of the agency’s fiscal operations. The ideal candidate will have strong experience in Head Start, Community Action Agency operations, nonprofit accounting, federal grants management, budgeting, internal controls, and financial compliance.

This position will ensure the organization's financial integrity, maintaining accurate fiscal records, supporting grant compliance, and providing timely financial reports to leadership, the Board of Directors, the Policy Council, funding agencies, and other stakeholders.

Minimum Qualifications

Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or a related field required.
Minimum of five years of progressively responsible fiscal management experience preferred.
Experience with Head Start/Early Head Start fiscal operations strongly preferred.
Experience with Community Action Agencies or nonprofit organizations strongly preferred.
Knowledge of federal grant requirements, Uniform Guidance, cost allocation, procurement, and fund accounting.
Strong proficiency in financial reporting, budgeting, audits, and internal controls.

Essential Duties and Responsibilities

Daily accounting and fiscal operations.
Prepare, and monitor, agency and program budgets.
Ensure compliance with Head Start requirements, federal grant regulations, and nonprofit accounting standards.
Prepare monthly, quarterly, and annual financial reports.
Monitor grant expenditures, cash flow, and cost allocation.
Maintain effective internal controls and fiscal policies.
Support annual audits, monitoring reviews, and grant reporting.
Provide fiscal guidance to program managers and leadership.
Ensure accurate payroll, accounts payable, accounts receivable, and general ledger functions.
Assist with grant applications, continuation budgets, and financial projections.
Present financial information clearly to leadership, Board, and Policy Council as needed.

Required Skills

Strong knowledge of nonprofit fund accounting.
Knowledge of Head Start fiscal standards and federal grant compliance.
Ability to analyze budgets and financial trends.
Strong written and verbal communication skills.
High attention to detail and confidentiality.
Ability to meet deadlines and manage multiple priorities.
Proficiency with Microsoft Excel and accounting software.

Preferred Qualifications

CPA, MBA, or Master’s Degree preferred but not required.
Prior experience with Head Start monitoring reviews or Single Audits.
Experience working with boards, Policy Councils, and federal funding agencies.
