Full Job Description

The Program Director of the Elder Justice Program is responsible for the overall leadership, administrative oversight, and supervision of the Elder Justice Program. This role ensures the delivery of high-quality support services to clients and families served, compliance with all program standards, and adherence to contractual and regulatory requirements. The Program Director works closely with staff, community partners, funders, and agency leadership to support caregivers and strengthen the program’s impact.

Organizational Values: The Community Agency for Senior Citizens (CASC) assists Staten Islanders age 60 and older to live as independently as possible in the community. We do this by working in together with older adults, respecting their right to make decisions for themselves, honoring their life experiences and heritage, and recognizing the importance of friends, relatives and community in creating supportive environments for people as they age.

Position Qualifications:

· Master’s Degree required, including one of the following or an equivalent master’s- level field:

· Social Work (MSW, LMSW or LCSW)

· Human services

· Social Services

· Public Administration

· Public Health

· Minimum 3 years of experience in elder abuse prevention, victim services, aging services, or a related human services field.

· Demonstrated ability to lead teams, train and mentor staff and volunteers, manage compliance, and implement best practices.

· Excellent communication, documentation, and organizational skills.

· Ability to work collaboratively across internal programs and community partners.

· Strong knowledge of Staten Island.

· Car required.

· Fluent in a second language (preferred)

Requisite Skills and Capabilities:

· Detail oriented: ensure that all policies, procedures and requirements for program are met during required timeframes

· Leadership: ability to identify strengths and weaknesses in staff and provide supervision, education and guidance to improve job performance, and to manage team during crisis and other stressful situations

· Team Leader: ability to create collaborative work environment and lead staff to articulate and work toward common goals

· Understand diversity, accommodates linguistic and cultural differences; works well with colleagues and clients with diverse ethnic and cultural backgrounds and can guide staff in meeting these goals

· Self-motivated: able to work independently, work well under pressure and handle multiple priorities simultaneously

· Analytic: reviews options and considers implications prior to making decisions, develops systematic and logical procedures, presents clear and logical solutions

· Ability to represent CASC at internal meetings and community events, including presentations, committees, coalitions and meetings with key stakeholders

· Creative problem-solving during crisis situations to motivate team members and contribute to Continuous Quality Improvement Efforts

· Knowledge of case management, client advocacy, and crisis intervention.

· Proficiency in Microsoft Word and Excel

· Knowledge of community resources

· Knowledge of elder abuse prevention, intervention, and elder justice practices.

Responsibilities:

· Responsible for all aspects of the Elder Justice Program

· Provide strategic and operational leadership of the Elder Justice Program.

· Ensure program activities align with contractual requirements, Program Standards, agency policies, and best practices.

· Oversee day-to-day program operations, including service delivery, compliance, workflow, and staff performance.

· Responsible for coordinating and reviewing the client files in NYC Aging database.

· Network with local providers and organizations as well as community groups in order to establish and maintain effective referral linkage as well as participate in local organizations for the purpose of maintain and establishing a positive reputation for the program and agency.

· Conduct, coordinate and evaluate outreach activities for the Elder Justice Program.

· Provide direct services to elder abuse victims, including counseling, mediation with alleged abusers when appropriate, and crisis intervention.

· Conduct home visits as needed.

· Responsible for orientation and training of Elder Justice Program staff.

· Collect and analyze program data to evaluate effectiveness and identify opportunities for improvement.

· Develop, update, and implement program policies and procedures.

· With Fiscal Department, responsible for monitoring expenses to ensure program remains within budget

· Maintain familiarity with all relevant NYC Aging standards, including updates to standards and procedures

· Conduct monthly staff meetings

· Represent CASC at community events, committees and coalitions

· Assist with other program activities as assigned

· Additional responsibilities as required

Supervision and Education:

· Directly Supervised by Chief Program Officer.

· Provide direct supervision, support, and coaching to Assistant Program Director, Case Workers, students and volunteers (as assigned).

· Review care plans, assessments, and client records for accuracy and quality.

· Conduct performance evaluations and ongoing professional development planning.

· Ensure all team members complete required training

· Lead team meetings

· Participate in NYSOFA, NYC Aging and CASC training and education sessions

· Participate in local educational and informational sessions and conferences

· Annual personnel review

Key Results:

· Elder Justice Program operates effectively and efficiently

· Detailed program record keeping leads to timely submission of reports as required by NYC Aging and CASC

· Continuous Quality Improvement goals achieved

· Clients served receive high quality, individualized services and supports to meet their needs

· Effective implementation of NYC Aging and CASC procedures and guidelines

Salary and Benefits:

· $75,000-$77,000 per year
