Full Job Description

Job Summary

We are seeking a highly motivated and detail-oriented Program Coordinator to join our dynamic team. The successful candidate will play a crucial role in supporting a large, complex Office of the Secretary of War (OSW)-level program, ensuring the smooth and efficient coordination of all program activities. This position requires a proactive individual with exceptional organizational and communication skills, capable of managing multiple competing priorities in a fast-paced environment. The Program Coordinator will be the central point of coordination for the program, facilitating communication and collaboration between the Program Manager, Integrated Project Teams (IPTs), and various stakeholders to ensure program objectives are met.

The Program Coordinator will also support Templar's Distributed Bioindustrial Manufacturing initiatives by coordinating activities across government, industry, academic, and commercial partners to accelerate the development, transition, and deployment of advanced biomanufacturing capabilities. This role will contribute to the execution of complex technical efforts involving distributed manufacturing, digital engineering, supply chain resilience, technology transition, and advanced manufacturing in support of Department of War priorities.

Key Responsibilities

Coordination and Communication:

o Serve as the primary liaison between the Program Manager, IPT leads, and team members, ensuring clear and consistent communication across the program.

o Facilitate effective collaboration among all program stakeholders to drive program success.

o Coordinate communications across government laboratories, industry partners, contract manufacturers, academic institutions, and cross-functional technical teams supporting distributed bioindustrial manufacturing initiatives.

o Schedule, coordinate, and manage all program-related meetings, including preparing agendas, distributing materials, and documenting meeting minutes and action items.

o Support preparation of technical interchange meetings, executive program reviews, milestone reviews, Integrated Baseline Reviews (IBRs), customer demonstrations, and executive briefings by coordinating presentation materials, action items, and follow-up activities.

Task and Execution Tracking:

o Develop and maintain a comprehensive system for tracking all program taskers and action items, ensuring timely follow-up and completion.

o Monitor program execution and track progress against key milestones and deliverables, proactively identifying and escalating any potential risks or issues to the Program Manager.

o Maintain and update program health dashboards and reports, providing leadership with a clear and accurate view of program status.

o Coordinate technical deliverables across multiple workstreams including manufacturing readiness, digital engineering, laboratory activities, supply chain development, technology transition, and stakeholder engagement to ensure on-time program execution.

o Assist with maintaining Integrated Master Schedules (IMS), Integrated Master Plans (IMP), program risk registers, action item databases, and configuration-controlled program documentation.

Financial Analysis and Reporting:

o Analyze program obligation and expenditure rates, tracking financial performance against program budgets and plans.

o Prepare and deliver regular financial execution reports to the Program Manager and the broader program team, providing insights and recommendations based on financial data.

o Assist the Program Manager in the development and management of the program budget.

Program Operations Support:

o Assist with proposal preparation, contract modifications, technical documentation, customer deliverables, and reporting requirements supporting Department of War (DoW)biomanufacturing initiatives.

o Coordinate travel, customer visits, technical demonstrations, workshops, and stakeholder engagements involving government, industry, and academic partners.

o Support continuous process improvement initiatives by identifying opportunities to improve program execution, reporting, communication, collaboration, and operational efficiency.

Qualifications

Required Qualifications:

3-5 years of experience in a program coordinator or project management support role, preferably within a government or defense contracting environment.
Demonstrated experience in coordinating and managing activities for large, complex programs.
Experience supporting advanced manufacturing, biotechnology, biomanufacturing, engineering, research and development, or technology transition programs is preferred.
Strong understanding of financial management principles, with proven experience in tracking and analyzing obligation and expenditure data.
Familiarity with Integrated Product Teams (IPTs), milestone-driven program execution, and coordinating activities across multiple organizations.
Proficiency in Microsoft Office Suite, particularly Excel, PowerPoint, and SharePoint.
Excellent written and verbal communication skills, with the ability to effectively communicate with stakeholders at all levels.
Exceptional organizational and time-management skills, with a proven ability to manage multiple priorities and deadlines.
A proactive and resourceful problem-solver with keen attention to detail.

Desired Qualifications:

Experience working with OSW or other DoW organizations.
Active Security Clearance or the ability to obtain one, potentially moving to Top Secret.
Familiarity with government financial and project management systems.
Proficiency with the Defense Travel System (DTS) and a strong understanding of the Joint Travel Regulations (JTR).
Project Management Professional (PMP) certification or equivalent.
Experience supporting Department of War advanced manufacturing, bioindustrial manufacturing, industrial base, or technology transition initiatives.
Familiarity with Manufacturing Readiness Levels (MRLs), Technology Readiness Levels (TRLs), and defense acquisition processes.
Experience coordinating activities across government, industry, academia, and commercial partners.
Knowledge of distributed manufacturing, industrial biotechnology, supply chain resilience, or advanced manufacturing ecosystems.
Experience supporting SBIR/STTR, Other Transaction Authority (OTA), prototype efforts, or FAR-based contracts is desirable.
