POSITION SUMMARY

The Tribal Administrator will maintain a professional appearance, attitude and working environment for the Quartz Valley Indian Reservation, its employees and its Tribal members at all times. The Tribal Administrator is responsible for effectively planning, organizing, monitoring, and directing the activities of all major departments and divisions of the Tribe's governmental structures. The Tribal Administrator supervises a variety of highly complex and diverse programs involving both general and specialized work force. Work duties will include, but not limited to, planning and coordinating activities with other governmental units, as well as private and or civic organizations. This position will require the ability to define and evaluate a variety of program goals under a broad planning framework to assure that all those involved understand those goals and to ensure completion in a timely manner.

Essential Duties and Responsibilities

1. Interprets and assigns Tribal policies and programs, as established by the Quartz Valley Indian Reservation, on behalf of employees, Tribal members and outside agencies in an efficient and timely manner. Manages operations and ensures results with respect to overall goals and objectives established within Tribal Government.

2. Coordinates department-head meetings to review policy directives and obtains program reports. Evaluates the effectiveness of programs, identifies administrative problem areas, and prescribes and monitors corrective action plans. Directs and ensures the development and implementation of overall goals, objectives, policies and procedures. Directs and ensures proper coordination of all administrative affairs, staffing, programs and other administrative activities.

3. Works with Human Resources to recommend and submit revisions to established personnel policies and procedures manual. Recruits, interviews and recommends the employment of key personnel for the Quartz Valley Indian Reservation. Initiates and conducts performance evaluations of key personnel and department heads. Establishes criteria for retention, promotion, wage increases, etc. and evaluates the need to reprimand, demote, and or terminate the employment of key management personnel. Mediates and resolves complaints and grievances of key personnel and department heads in accordance with ethics policies and the grievance process.

4. Advises and assists the Quartz Valley Indian Reservation in planning and recommends administrative policy changes and reviews implementation progress. Directs the activities of the Tribe's personnel and professional resources in strategic planning, organizational development, community development, and economic and resource development.

5. Works with the Quartz Valley Indian Reservation's Tribal Treasurer, Fiscal Department and department heads in preparing and implementing the annual budget. Monitors and evaluates assigned department and program budgets. Ensures that submissions of general fund programs, indirect cost proposals, contract and grant proposals comply with Tribal and Federal guidelines. Ensures Federal contract and grant programs request necessary and reasonable contract support, indirect costs support and program support funding levels.

6. Coordinates and conducts an administrative review process for submission of Federal contracts and grants. Assembles and coordinates with appropriate personnel to review proposed contracts prior to submission to the Tribal Business Council and funding agencies. Ensures managers and directors submit financial and program reports to Federal agencies in a timely and efficient manner. Assists in negotiations of Tribal Business Council approved contracts, grant agreements and contracts for services and or leases.

7. Interfaces with grant agency and Tribal management personnel to ensure managed programs comply with applicable regulations, Tribal policies and operating procedures. Presides over and manages personnel, finance, contracting, administration, records, facilities and property aspects of the Tribe. Identifies and takes corrective action to resolve identified problems with fiscal, contracting, Human Resource or other administrative areas.

8. Monitors and reports regularly to the Tribal Chairman and Tribal Business Council the status of all assignments, duties, projects and functions of the various programs and activities. Assists in establishing program objectives and meeting deadlines, preparing resolutions, contracts, budgets, reports and other support documents as needed.

9. Participates and contributes to the team effort in the Quartz Valley Indian Reservation's facility-wide program improvements, goals and standards.

10. Required to attend and participate in all Tribal Business Council meetings, committee meetings, department meetings and or other meetings at the request of the Tribal Business Council.

11. Assist the Quartz Valley Indian Reservation General Council, Tribal Business Council, and Tribal employees in exercising and maintaining Tribal Sovereignty.

12. Follows directives and completes other duties as assigned.

Supervisory Responsibilities

This position supervises all managers within the Tribe, and provides indirect supervision to all Tribal employees.

Education and Experience Requirements

· Bachelor’s Degree in Governmental Administration, Business Administration or Public Administration, or closely related field, and or three years of successful work experience in a professional or technical work force comparable to the diversity of the Quartz Valley Indian Reservation.

· Must possess knowledge and experience in Federal and State budgeting and contracting process to regulate, review, evaluate and coordinate with Tribal Accounting the fiscal affairs of all subordinate organizations, committees and groups of the Tribe to assure their compliance with Tribal Laws and Policies and applicable Federal and other Governmental Law.

· Must be able to review and prepare recommendations to the Tribal Business Council as to what programs, major projects, and or policies should be initiated, dropped, or condensed and establish a timeline to do such; as well as possess the ability to determines how to reduce costs, maintain efficiency, and justify major expenditures.

· Must have experience reflecting the ability to plan and coordinate activities with other governmental units including Bureau of Indian Affairs, Indian Health Services, Environmental Protection Agency, Modoc Lassen Indian Housing Authority and other related entities as well as other Federal and or State agencies and private and or civic organizations in the effective provisions of services to program participants.

· Must have established skills in managing diverse operations and staff functions through ability to provide motivating leadership to program and or department directors; enabling them to achieve high personal and group accomplishments with regular formal and informal evaluations to achieve the goals of the Tribe.

· Must have significant experience in and understanding of Federal Indian Law, Tribal regulations and Native American customs, to exercise authority provided by Tribal Ordinances, Resolutions, Manuals, Policies and other written directives of the Quartz Valley Indian Reservation Tribal Business Council.

· Must demonstrate knowledge of Government Fund Accounting, have experience in preparing budgets, fiscal management practices, and a working knowledge and understanding of audits and audit findings.

Other Requirements

· Must have the ability to utilize desktop/laptop computers and associated software (such as Excel, Access, Microsoft Word, Power Point and other various kinds of software).

· Must perform other job-related duties/tasks assigned by the Quartz Valley Indian Reservation Tribal Business Council.

· MUST BE SENSITIVE TO BOTH THE ECONOMIC AND SOCIAL NEEDS OF THE QUARTZ VALLEY INDIAN RESERVATION'S TRIBAL MEMBERS.

Pay: $100,000.00 - $130,000.00 per year
