Assistant Administrator — The Towne House Enhanced Behavioral Supports Home (EBSH)

About the Role
We are seeking an experienced and compassionate Assistant Administrator to support the day-to-day operations of The Towne House, a four-bed forensic Enhanced Behavioral Supports Home serving adults with developmental disabilities and complex behavioral and forensic needs. Under the direction of the Administrator, the Assistant Administrator helps ensure high-quality individualized care, effective staff supervision, full regulatory compliance under California Title 17 and Title 22, and a safe, structured, and therapeutic environment. This role requires strong organizational skills, attention to documentation and reporting, and the ability to collaborate closely with the Regional Center, the Department of Developmental Services (DDS), the clinical team, forensic stakeholders, families, and community partners.
Key ResponsibilitiesFacility & Program Support
- Assist the Administrator in overseeing daily operations of a 4-bed EBSH in accordance with the DDS-approved Program Design.
- Help maintain a clean, safe, structured, and therapeutic living environment consistent with enhanced behavioral support standards.
- Support compliance with all health, safety, physical plant, and maintenance requirements, including any delayed egress and secured perimeter provisions applicable to the home.
- Assist with tracking facility expenses and resource allocation within the negotiated EBSH rate structure.
Reporting & Clinical Coordination
- Prepare and submit the monthly administrative hours report.
- Maintain monthly IBST reports in collaboration with the BCBA, ensuring accuracy, timeliness, and audit readiness.
- Track and document monthly BCBA hours for reporting, billing, and compliance purposes.
- Support the collection and organization of behavior data, progress reports (30-day, quarterly, semi-annual), and IBSP documentation.
- Participate as an active member of the Individual Behavior Supports Team (IBST).
- Prepare Weekly schedule.
- Prepare Monthly Activity Calendar and Menu.
- Conduct Disaster Drills Monthly
Resident Care & Behavioral Supports
- Support implementation of each resident's Individual Program Plan (IPP) and Individual Behavior Supports Plan (IBSP).
- Collaborate with the Qualified Behavior Modification Professional (QBMP), BCBA, psychiatrists, and healthcare providers to ensure clinical and therapeutic requirements are met.
- Assist with coordination for residents with forensic involvement, including courts, probation/parole, forensic liaisons, and Regional Center forensic specialists as applicable.
- Help coordinate resident services including transportation, medication management, community integration, and meaningful daily activities.
Staff Supervision & Training
- Assist in recruiting, training, supervising, and retaining Direct Support Professionals and lead staff across all shifts, maintaining enhanced EBSH staffing ratios at all times.
- Schedule and coordinate monthly CPI and CPR refresher trainings, ensuring all staff certifications remain current and documented.
- Ensure staff complete required DSP training (Year 1 and Year 2), competency-based EBSH training per Title 17, and crisis intervention training prior to working with residents.
- Maintain complete, audit-ready staff training records and certification trackers.
- Support awake overnight (NOC) coverage and shift accountability standards.
Compliance & Regulations
- Support compliance with California Code of Regulations Title 17 (EBSH requirements) and Title 22 (ARF licensing), Community Care Licensing (CCL) requirements, and all Regional Center vendorization terms.
- Assist in preparing and submitting Special Incident Reports (SIRs) and CCL incident reports within required timelines.
- Help maintain accurate, audit-ready records including resident files, IBSPs, behavior data, medication records, and health documentation.
- Assist in preparing for licensing inspections, DDS reviews, and Regional Center quality assurance visits, including corrective action plans as needed.
- Maintain compliance with the sharps count, including accurate counts, secure storage, and documentation at required intervals.
- Monitor food storage compliance, including proper labeling, temperatures, and safe storage practices, and remove and document expired food items.
- Maintain the LIC 500 (Personnel Report) and ensure it remains current and accurate at all times.
- Maintain complete, audit-ready staff personnel files, including required clearances, health screenings (LIC 503), training documentation, and certifications.
- Keep track of weekly schedules and make sure they correlate to payroll
Regional Center & Stakeholder Relations
- Support communication with the vendoring Regional Center, including service coordinators, clinical teams, and quality assurance staff.
- Participate in IPP meetings, IBST meetings, and placement/transition planning as directed.
- Help build partnerships with healthcare providers, behavioral health agencies, day programs, and community organizations.
Resident & Family Engagement
- Foster open, ongoing communication with residents, families, conservators, and authorized representatives.
- Assist with meetings to review care plans, behavioral progress, and address concerns.
- Support grievance and complaint processes with compassion, professionalism, and proper documentation.
Health & Safety Oversight
- Support best practices in infection control, emergency preparedness, and facility safety.
- Assist with emergency response training, drills, and disaster preparedness planning.
- Monitor risks of accidents, injuries, illness, and behavioral incidents; help review incident data to identify trends.
Quality Assurance & Administrative Duties
- Support quality assurance systems for behavioral outcomes, documentation integrity, and audit readiness.
- Assist with incident reviews, internal investigations, and corrective actions.
- Prepare and submit reports on operations, staffing, resident care, and training as assigned by the Administrator.
QualificationsEducation
- Bachelor's degree in Healthcare Administration, Social Work, Psychology, Special Education, or a related field preferred.
- Equivalent combination of education and relevant residential care experience may be considered.
Experience
- 2–3 years of experience in a licensed residential care setting serving adults with developmental disabilities; supervisory or lead experience preferred.
- Experience with individuals with co-occurring mental health conditions, complex behavioral needs, and/or forensic involvement strongly preferred.
- Working knowledge of California Title 17 and Title 22 regulations, EBSH/CCH program models, Regional Center processes, and CCL licensing requirements.
- Experience with behavior support plans, data collection, and clinical documentation strongly preferred.
Skills
- Strong organizational and documentation skills, including monthly reporting, compliance logs, and tracking systems.
- Excellent written and verbal communication skills, including regulatory reporting and clinical documentation.
- Ability to support scheduling, staffing, and training coordination across a 24/7 shift-based operation.
- Sound problem-solving, de-escalation, and crisis decision-making abilities.
- Ability to support and engage individuals with complex behavioral and forensic histories with dignity and professionalism.
Certifications & Requirements
- ARF Administrator Certificate (CDSS) preferred, or willingness to obtain.
- RSO - San Gabriel Pomona Regional Center
- Completion of (or ability to complete) competency-based EBSH training requirements per Title 17.
- Current CPR and First Aid certification.
- Crisis intervention certification (CPI/NCI or equivalent) required or obtained upon hire.
- Criminal background clearance (DOJ/FBI), health screening (LIC 503), and TB clearance required.
- Valid California driver's license and clean driving record preferred.
- Additional credentials (RBT, BCBA coursework, RN, LVN) a plus.
Pay: $76,500.00 - $80,000.00 per year
