Full Job Description

Founded in 1971, Menorah Housing Foundation (MHF) is a non-sectarian 501(c)(3) nonprofit organization dedicated to developing and managing high-quality, affordable housing for very low-income adults age 62 and older. With 18 properties located throughout Los Angeles County, MHF provides safe, well-maintained, and accessible apartments for older adults living on fixed incomes. Serving approximately 1,500 residents, MHF goes beyond housing by offering supportive services and programs that foster connection, stability, and a vibrant sense of community.

MHF is seeking a dedicated Property Supervisor to join our team! Through responsive management and on-site leadership, the Property Supervisor upholds high levels of service and organizational standards, facilitates efficient operations, and helps sustain safe, well-managed properties.

Summary:

The Property Supervisor is responsible for the operation and management of assigned properties in Menorah Housing Foundation's portfolio and ensures compliance with property management standards, regulatory agreements, and fair housing laws. This position is responsible for direct supervision of on-site managers and works closely with on-site staff, discussing issues and solutions relating to maintenance, resident relations, and service coordination. The Property Supervisor maintains a working knowledge of all fair housing laws, organizational policies, and affordable housing programs and ensures consistency in upholding department standards. Additionally, they must also have strong communication and interpersonal skills to deal effectively with staff and tenants.

Requirements:

A high school diploma/GED or some college preferred
Must be a Certified Occupancy Specialist (or willing to become certified)
3-5 years of experience in affordable housing property management
Direct supervision of staff highly preferred
Computer skills including Microsoft Word, Excel, Outlook and internet-based research and communication tools
Thorough understanding of HUD programs and the HUD Handbook 4350.3, Low-Income Housing Tax Credit program requirements, Fair Housing Laws
Yardi experience preferred

Job Duties:

Supervise on-site Managers, including participating in hiring, training, supervision, discipline, termination, and performance feedback
Enforce lease provisions, including addressing any concerns, issues or breaches of the lease with residents and staff
Work with Management Staff to ensure compliance with all laws and program regulations, including Fair Housing, HUD, TCAC, City of Los Angeles, and California statutes
Analyze issues and concerns related to the operation and management of housing units and provide recommendations to management to improve and/or handle issues that arise
Conduct regular on-site assessments of the assigned properties to ensure they meet the property management standards established by the management team and regulatory agencies
Ensure adherence to the organization’s timekeeping policies
Work effectively with Maintenance, Service Coordinator and other Property Management staff to handle all issues that arise in the operation and maintenance of properties
Be responsive and provide excellent customer service
Participate in the administrative tasks of opening a waiting list
Perform on-going file reviews and audits to verify correct calculation of tenant income
Prepare timely and accurate reports, including regulatory compliance reporting for assigned properties
Supervise and monitor all aspects of rent collection at assigned properties
Ensure strict adherence to operating budget
Assist in the review and approval of new move-in files, re-certification, and any other certifications required by HUD or TCAC
Process move-outs
Participate and contribute to staff meetings
Conduct tenant meetings at assigned properties
Conduct Property Inspections and perform regular site visits
Participate in and help prepare for governmental inspections such as REAC, MOR, TCAC Audits, and other regulatory inspections, when necessary
On-call for after-hours issues for organization per on-call schedule

The Property Supervisor will work primarily in an indoor office environment and will be required to sit for extended periods (while performing duties, including computer-based tasks).

Physical Requirements and Working Environment

Work in a shared office environment
Communicate by phone, email, and in-person
Speaking and hearing is required for in person and phone communication. Vision is required to review physical applicant and tenant documents, navigate the property to inspect for safety hazards, review reports, etc.
Be subject to frequent interruptions both in person and over the phone
Stand, bend, walk, use hands and arms to grasp, handle, feel, and reach
Possess fine motor skills necessary for precise tasks such as document handling and data entry
Occasionally lift or carry up to 25 pounds
Be proficient in using computer hardware, including keyboards, mice, copier, and other office equipment
Possess the cognitive skills necessary to carry out assigned tasks, including the ability to learn, retain information, concentrate, categorize, integrate data for decision-making, solve problems, understand concepts, and complete work effectively under tight deadlines
Regularly travel to MHF properties and events in the Los Angeles area
Possess a vehicle to drive to various locations and maintain a valid CA Driver’s License and automobile insurance
Other duties as assigned

Skills:

Strong written and verbal communication skills
Must exercise good judgment and discretion when interacting with tenants in compliance with Fair housing and other applicable requirements
Ability to be a team player, people-oriented, and have a high level of initiative and commitment to effecting positive change within affordable housing for older adults and disabled individuals
Investigatory skills are essential when identifying problematic situations that do not meet company standards
Must demonstrate the ability to handle multiple tasks/projects, set priorities, and be a problem solver
Must have great initiative and ability to follow through on all tasks
Must maintain confidentiality as it relates to sensitive information, data, files, projects, and employee issues

Pay: $70,000.00 - $90,000.00 per year
