Full Job Description

Portfolio Manager/Accountant – Non-Profit Property Management & Compliance

Established SoCal property management firm (since 1988, 3,200+ units, seven counties) is growing its non-profit affordable housing portfolio and needs a Portfolio Manager who knows compliance inside and out.

The Role

You'll manage rent administration, accounting, and multi-agency regulatory compliance for a mixed portfolio of market-rate and affordable housing properties — including LIHTC, MHSA, HCD, CalHFA, and LACDA-funded communities owned by non-profit organizations.

Day-to-Day Responsibilities

Prepare and track annual compliance submissions to HCD, CalHFA, LACDA, and TCAC — AOCs, SRIs, MHSA Operating Budgets, AMC Forms (182, 184, 185, 187), AAMAR reports, and residual receipts
Conduct tenant income certifications and recertifications per IRC §42 and HUD 4350.3 — verifications, TIC forms, AMI calculations, student status, and the 120-day documentation window
Monitor rent collections including subsidized rent calculations, gross potential rent tracking, and COSR-funded units; prepare delinquency notices per company policy and applicable law
Maintain accrual-based accounting records for each property; support single-asset audited financial statement preparation for non-profit ownership entities
Configure and manage AppFolio subsidized rent modules for affordable housing units; onboard new properties including regulatory agreement review and system setup
Coordinate agency and funder inspections — HCD site visits, TCAC monitoring, CalHFA reviews, Section 8/housing authority, SCEP
Serve as primary contact for owners, non-profit boards, tenants, and agency representatives on account status, lease terms, compliance requirements, and general inquiries
Reconcile bank accounts monthly for assigned portfolios including single-asset entity accounts
Review leases, renewals, rent limits, utility allowances, and deposits against regulatory agreement requirements
Collaborate across departments — property supervisors, on-site managers, leasing, maintenance, accounting — to keep information flowing accurately

What We're Looking For

Experience in property management accounting with non-profit affordable housing compliance reporting
AppFolio/Yardi experience required, including subsidized rent modules
Working knowledge of LIHTC, HCD, CalHFA, LACDA, and/or TCAC compliance frameworks
Accrual accounting proficiency and comfort with single-asset audited financial statements
Industry certifications (COS, TCS, BOS, SHCM, or HCCP) preferred — or willingness to obtain within 12 months
SCANPH membership or familiarity with SoCal's non-profit housing ecosystem is a plus
Bilingual English/Spanish preferred
Organized, detail-driven, professional under pressure
