Job Summary
The Property Manager is responsible for the full-scope management of Family Promise of Hawaiʻi’s (FPH) 20-unit affordable housing property, including leasing and tenant selection, income certification and regulatory compliance, rent collection, tenant relations, and maintenance coordination.
In addition, the Property Manager oversees facilities and maintenance requests for FPH’s interim housing (emergency shelter) portfolio — approximately 30 units across four locations — triaging work orders, coordinating with vendors and staff, and tracking repairs to completion.
The Property Manager works closely with residents, program staff, and contractors to ensure FPH’s housing is safe, well-maintained, fully occupied, and fully compliant — while supporting the dignity, privacy, and stability of the families we serve.
Family Promise of Hawaiʻi (FPH) is a 501(c)3 nonprofit whose mission is to transform the lives of families with children in Hawaiʻi facing homelessness by providing housing, resources, and support. Founded in 2005, FPH operates emergency shelters to give families a safe place to sleep, study, and get back on their feet; provides individualized case management and rental assistance to help families navigate and overcome their challenges; and organizes community-based opportunities to help families build skills and social capital. Each year, FPH serves hundreds of families on Oʻahu and Maui.
Essential Job Functions
Maintenance & Facilities — All Properties (40%)
Full maintenance responsibility for the 20-unit affordable housing property, and maintenance and facilities support only for FPH’s interim housing sites (four locations, approximately 30 units), where tenant relations and case management remain with program staff.
- Receive, triage, prioritize, and track maintenance requests across all sites through completion; maintain detailed work order and service records.
- Perform minor repairs and general upkeep directly where qualified; dispatch outside vendors as needed.
- Maintain grounds and common areas across all sites — conduct regular walkthroughs, handle light groundskeeping such as clearing litter and fallen branches, and coordinate vendors for larger landscaping and site projects.
- Schedule and supervise vendors and contractors, verifying licensing, insurance, and quality of work.
- Develop and carry out a preventive maintenance schedule; conduct routine unit inspections and periodic site walkthroughs, including life-safety and habitability checks.
- Identify and escalate capital repair needs and recurring issues to the Chief of Staff.
- Respond to after-hours maintenance emergencies through FPH’s after-hours emergency phone system.
- Other relevant duties as assigned.
Leasing, Applications & Occupancy (25%)
- Market available units and maintain an accurate waitlist consistent with FPH’s Tenant Selection Plan and Affirmative Fair Housing Marketing Plan.
- Review rental applications; verify household composition, income, and eligibility, and screen applicants consistently and in accordance with fair housing law.
- Prepare and execute leases and conduct move-in orientations covering the lease, house rules, and maintenance and emergency procedures. Coordinate deposits and rent payments with FPH’s finance team.
- Manage move-outs and unit turnover — notices, final inspections, deposit dispositions, and returning units to market quickly.
- Minimize vacancy loss and report occupancy status to the Chief of Staff.
Tenant Relations & Rent Collection (25%)
- Serve as the primary point of contact for residents, responding to questions and concerns promptly, respectfully, and consistently.
- Manage delinquencies proactively using FPH’s escalation policies before pursuing formal action.
- Prepare and serve lease-related notices; when needed, work with FPH’s leadership team to coordinate any legal proceedings.
- Enforce lease terms and house rules fairly and uniformly; mediate conflicts and de-escalate difficult situations using a trauma-informed approach.
- Obtain competitive bids and track spending with the Finance team.
Compliance & Reporting (10%)
- Collect, review, and maintain initial income certifications and annual recertifications, including third-party verifications and supporting documentation.
- Prepare and submit quarterly compliance reports to the City & County of Honolulu accurately and on schedule, maintaining a reporting calendar so no deadline is missed.
- Maintain complete, audit-ready tenant files.
- Ensure compliance with the Fair Housing Act, ADA/Section 504, VAWA, and Hawaiʻi’s Residential Landlord-Tenant Code (HRS Chapter 521), including reasonable accommodation requests.
Required Qualifications & Experience
- 2+ years of residential property management experience, or an equivalent combination of education and experience.
- Working knowledge of Hawaiʻi’s Residential Landlord-Tenant Code (HRS Chapter 521) and federal Fair Housing requirements.
- Experience collecting, verifying, and maintaining documentation for regulatory or funder reporting — or demonstrated ability to learn compliance requirements quickly and apply them consistently.
- Exceptional attention to detail and recordkeeping discipline, with proven ability to own recurring deadlines and prioritize competing tasks across multiple sites.
- Excellent communication and interpersonal skills, with the ability to work respectfully and effectively with residents, staff, contractors, and government partners, and to remain calm and de-escalate conflict.
- Reliable transportation and proof of valid driver’s license and car insurance; regular travel between sites is required.
- Ability to walk, stand, climb stairs, and lift up to 25 pounds; ability to inspect units, common areas, and grounds.
- Trustworthy and dependable, with the ability to handle confidential resident information appropriately. Must pass a background check.
- Strong technology skills; proficient in Microsoft Office and Google Workspace applications and able to learn property management software.

Preferred Qualifications & Experience
- Handyman or general maintenance skills — basic plumbing, electrical, drywall, painting, and appliance repair — sufficient to resolve routine work orders in-house.
- Experience managing income-restricted, subsidized, or affordable housing, or working with homeless services.
- Experience with property management software (e.g., AppFolio, Yardi, Buildium, RentManager).
- Training in trauma-informed care, de-escalation, or conflict mediation.
- Familiarity with Hawaiʻi and Honolulu County requirements such as building codes and permitting.
- Hawaiʻi real estate license.
- Bilingual or multilingual, particularly in languages commonly spoken by the families FPH serves.
- Knowledge of Hawaiʻi’s unique housing and facility upkeep challenges.
Work Environment & Schedule
- This position can be based primarily at FPH’s Kukui Center office or Wahiawa ʻOhana Navigation Center, with regular travel to FPH’s affordable housing and other interim housing sites.
- Standard schedule is Monday–Friday, 8:30 a.m. – 4:30 p.m., with occasional evening or weekend availability for resident meetings, move-ins, and emergencies.
- Some administrative work may be performed remotely by arrangement with the supervisor.
- Participates in an after-hours emergency phone system as needed.
- Work involves both office/administrative tasks and physical presence in units, common areas, and grounds.

Compensation and Benefits
The pay range for this full-time, non-exempt position is $26.45 – $28.85 per hour (approximately $55,000 – $60,000 annually).
