Full Job Description

Job Summary

The Preconstruction & Business Development Manager is responsible for leading Harmon's project pursuit strategy from opportunity identification through project award. This position combines technical expertise in estimating and preconstruction with strategic business development, relationship management, and leadership.

This role oversees estimating, budgeting, constructability reviews, value engineering, subcontractor procurement, proposal development, and project planning while actively identifying new opportunities, strengthening industry relationships, and supporting the company's long-term growth strategy.

Working closely with executive leadership, this individual serves as a trusted advisor throughout the preconstruction process and plays a critical role in positioning Harmon Construction Services for continued success.

Key Responsibilities

Lead all preconstruction activities from project pursuit through contract award.
Develop conceptual estimates, detailed budgets, and Guaranteed Maximum Price (GMP) proposals.
Perform constructability reviews and recommend value engineering solutions.
Review plans, specifications, contracts, and bid documents for completeness and risk.
Develop procurement strategies and coordinate subcontractor bidding efforts.
Build and maintain relationships with owners, architects, engineers, developers, subcontractors, and strategic partners.
Identify and pursue public and private bidding opportunities.
Coordinate RFQs, RFPs, proposals, interviews, and presentation materials.
Collaborate with Operations to ensure seamless project handoffs.
Develop preliminary project schedules and construction logistics plans.
Mentor estimating staff and continuously improve estimating standards and processes.
Maintain historical cost databases and market pricing.
Represent Harmon Construction Services professionally at networking events, industry meetings, and client engagements.

Required Qualifications

Bachelor's degree in Construction Management, Civil Engineering, Architecture, or related field preferred.
Minimum of 10 years of commercial construction experience.
Minimum of 7 years leading estimating or preconstruction efforts.
Strong understanding of commercial construction methods, budgeting, scheduling, procurement, and constructability.
Demonstrated experience with conceptual estimating, GMP development, and value engineering.
Proven ability to build client relationships and support business development initiatives.
Strong leadership, communication, negotiation, and presentation skills.
Ability to manage multiple pursuits simultaneously while maintaining exceptional attention to detail.
