Job Title: Occupational Health & Safety Program Administrator

NATURE OF WORK
This position is to develop, plan, monitor, and administer the Authority’s Safety & Occupational Health program to ensure a safe and healthy work environment for employees and the general public. The incumbent identifies and analyzes workplace hazards, accidents and incidents; develops, recommends and implements hazard controls, safety and occupational health programs and training initiatives to promote compliance with applicable laws, regulations and organizational policies. Provides safety and occupational related guidance, instruction, and technical assistance to employees, supervisors, managers, and other stakeholders. The position reports to the Executive Director.
DUTIES AND RESPONSIBILITIES:
- Evaluates, reviews, and monitors operations and makes recommendations regarding the implementation of appropriate programs, procedures, and measures to promote a safe and healthy environment for employees, customers, guests, and the public.
- Coordinates and administers occupational safety and health programs, including risk identification, accident prevention, hazard control, employee training, and job hazard analysis. Conducts research and develops, recommends, and implements safety policies, procedures, programs, and training in accordance with applicable federal and state laws, regulations, and guidelines.
- Conducts inspections, assessments, and evaluations to identify and analyze workplace hazards that may result in injury, illness, property damage, environmental harm, or other losses. Applies safety compliance methods and techniques to develop and recommend appropriate hazard controls.
- Investigates, documents, and photographs accidents, injuries, incidents, and other safety or occupational health related events. Compiles and analyzes data to prepare reports containing findings and recommendations for corrective action. Facilitates follow-up procedures and evaluates data and trends to assess the effectiveness of existing programs and activities and to develop and recommend new or revised training programs, processes, and procedures.
- Performs ergonomic assessments of workspaces and reviews employee work processes to identify opportunities to reduce workplace discomfort and the risk of injury. Ensures compliance with Authority safety and occupational health policies and applicable New Mexico Occupational Health and Safety Bureau (OHSB) and federal Occupational Safety and Health Administration (OSHA) rules, regulations, and procedures.
- Collaborates with staff and other stakeholders to prepare and submit documentation for safety awards and recognition programs and assists with grant applications and other funding opportunities related to safety and occupational health initiatives.
- Engages and communicates with employees, supervisors, managers, and other stakeholders to reduce the frequency and severity of accidents, injuries, and other losses and to promote a workplace culture committed to safety and loss prevention.
- Participates in technical and advisory teams, committees, and other work groups to provide information and recommendations regarding regulatory compliance, safety & occupational health programs, and workplace safety issues.
- Administers and delivers safety & occupational health training in accordance with applicable federal and state regulations and established policies and procedures. Provides guidance regarding safety evaluation processes, hazard control measures, and safety & occupational health program procedures within delegated authority.
- Trains employees, supervisors, and managers in hazard recognition, job safety procedures, safe work practices, and other safety-related topics.
- Manages special projects and initiatives assigned. Prepares, processes, and maintains special and recurring reports, records, case files, and other administrative documentation related to safety and occupational health programs.
- MINIMUM QUALIFICATIONS:
- A Bachelor’s Degree in engineering, risk management, occupational health or safety, business, public health, environmental scienced or related field plus three (3) years of experience developing, administering, or implementing safety programs, conducting risk assessments, or performing related safety and occupational health functions, preferably in a governmental agency or similar organization.
- A combination of education, experience, and/or training may be applied in accordance with South Central Solid Waste Authority policy.
- Licenses/Certification(s)
- A valid driver’s license is required. Position requires an acceptable driving record in accordance with South Central Solid Waste Authority policies. Requires a 30-hour OSHA General Industry training (29 CFR 1910) or obtain within six (6) months of hire. Requires a 24-hour OSHA Hazwoper certification or obtain within six months of hire. Requires First Aid and CPR certifications within one (1) year of hire.
- A Certified Safety Professional (CSP), Associate Safety Professional (ASP) or Occupational Hygiene & Safety Technician (OHST) certification preferred.

- PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:
- Environmental Factors
- Work is performed in a standard office environment, at various South Central Solid Waste Authority facilities, and in outdoor locations throughout the Authority's service area. Work locations may include, but are not limited to, landfill workfaces, the Amador Transfer Station surge pit, fleet and maintenance shops, accident scenes on urban streets with heavy traffic and congestion, and rural, isolated, or remote desert terrain.
- The position may involve exposure to hazardous conditions, hazardous materials, workplace hazards, inclement weather, and varying seasonal environmental conditions.
- Physical Factors
- Light physical demands. Frequent use of a personal computer and other office equipment. Frequent driving to South Central Solid Waste Authority facilities and incident locations throughout the Authority's service area. May be required to walk over uneven terrain and access various work environments and operational facilities.
- WORK SCHEDULE:
- Work schedules may include early mornings, evenings, weekends, and holidays based on operational needs. The position may require work outside of normal business hours in response to accidents, incidents, emergencies, or other safety-related matters.
- WORK SITUATION FACTORS:
- The position involves competing demands, multiple assignments, frequent interruptions, deadlines, and occasional work beyond normal business hours. The position may require responding to safety-related issues, employee concerns, operational needs, and incident investigations.
