Full Job Description

WAUSHARA COUNTY POSITION DESCRIPTION

TITLE: Communications Officer

DEPARTMENT: Emergency Management

FUNCTION:

Maintains safety and well-being of the public and responding units. Answers all phone calls for service from the public, receives messages by radio and dispatches the required emergency service to respond. Performs some clerical duties for the Department.

MAJOR RESPONSIBILITIES:

1. Answers and/or transfers all incoming telephone calls for emergency and non-emergency, fire, law enforcement and EMS calls.

2. Operates and maintains telecommunications system with mobile patrols and other agencies.

3. Dispatches the appropriate emergency service to the proper location.

4. Becomes certified in Emergency Medical Dispatch and uses computer software to perform duties.

5. Becomes certified in the Wisconsin State TIME system, makes entries, cancels entries, and handles communications received or sent by the Sheriff’s Department and distributes communications as appropriate.

6. Must become proficient in the Computer Aided Dispatch and Records Management System used by the Sheriff’s Office.

7. Computer entry of all complaint reports handled solely by telephone.

8. Transcribes recorded interviews conducted by officers and detectives.

9. Monitors security cameras, doors, and alarms for the Courthouse.

10. Maintains records in respect to the serving of legal papers.

11. Maintains regular and predictable attendance.

12. Promote, get along and work in harmonious relationship with others including but not limited to outside Agencies and County departments.

13. Able to perform duties, follow policy and procedures independent of direct supervision.

WORKING ELEMENTS:

High School diploma, or equivalent, which includes secretarial training, especially typing and/or computer skills.
One year experience in dealing with the public under emergency conditions.
Knowledge of first aid, universal precautions.

Must be able to read, write, and communicate well with others, ability to retain and follow instructions; computer and typing skills are essential.
General knowledge of civil and criminal law desired.
Education/experience with radio and paging system, scanning and faxing devices, phone and teletype systems and CAD systems. Comprehensive understanding of the County addressing system; road numbers and names; emergency responder coverage areas.
Ability to remain calm and take appropriate action under stressful conditions and to follow through.
Skill in handling calls from people who are severely distraught or excited and calming them down sufficiently so as to extract needed information.
Due to the 24/7 nature of the department, must be able to physically respond to work within 60 minutes.

Responsible for the safety of the public and all responding agencies.
Responsible for money paid in fees, radio, telephone and records of legal papers served.
Work in all types of emergencies and deciding quickly what to do.
Authority as granted by the Sheriff.

About 80% or more of the time is spent sitting, using near and far vision, hearing, talking and low to medium fingering for typing and data entry. Standing, walking, kneeling, stooping, and crouching are done about 20% of the time. Other actions may be required in unusual or non-regular situations.
99% of the time will be inside and will involve contact with other workers and the general public, 1% of the time could be spent out of the office performing assigned duties.
