Full Job Description

Position Summary

The Asset Manager is responsible for the operational, regulatory, and physical performance oversight of assigned Athens Housing Authority (“AHA”) public housing, affordable housing, tax credit, RAD, and mixed-finance assets. The Asset Manager ensures compliance with HUD regulations, local laws, and AHA policies and procedures.

This position works closely with customer service, admissions, resident support, leasing and occupancy, maintenance manager, and finance staff, to maximize occupancy, preserve physical assets, ensure regulatory compliance, improve resident satisfaction, and maintain long-term financial sustainability of AHA properties.

The Asset Manager provides strategic oversight of property operations, capital planning, performance metrics, and compliance activities while supporting redevelopment initiatives and portfolio preservation efforts.

Major Duties and Responsibilities

1. Oversees operational and financial performance of assigned housing assets and portfolios.

2. Monitors occupancy, rent collection, work order completion, unit turnaround times, and operational performance indicators.

3. Ensures assigned properties remain in compliance with HUD, LIHTC, RAD, and AHA requirements.

4. Reviews monthly financial reports, variance reports, and budget performance metrics.

5. Assists in the preparation and monitoring of annual operating and capital budgets.

6. Coordinates with inspectors and maintenance leadership to ensure properties meet physical inspection standards.

7. Monitors REAC/NSPIRE inspections.

8. Supports redevelopment, modernization, and repositioning initiatives.

9. Conducts regular site visits and inspections of assigned properties.

10. Analyzes property performance data and recommends operational improvements.

11. Represents the Housing Authority in meetings and court with residents.

12. Performs other related duties as assigned.

Desirable Knowledge and Abilities

1. Comprehensive knowledge of HUD regulations, LIHTC compliance, and affordable housing operations.

2. Knowledge of asset management principles, budgeting, financial reporting, and capital planning.

3. Ability to analyze operational performance data.

4. Ability to supervise and support property management staff effectively.

5. Ability to prepare comprehensive reports and recommendations.

6. Ability to establish effective working relationships with residents, staff, contractors, and agencies.

7. Strong written and verbal communication skills.

8. Proficiency in Microsoft Office Suite and Yardi software.

Physical Requirements

The following is a list of physical requirements necessary to perform this job, either with or without accommodation.

1. Ability to operate office equipment including computers, printers, and scanners.

2. Ability to inspect properties, buildings, and construction sites.

3. Ability to move throughout assigned developments and grounds.

4. Ability to lift and carry files and office materials as needed.

Minimum Education, Training, and/or Experience

1. Bachelor’s degree in Business Administration, Public Administration, Real Estate, Finance, Property Management, Urban Planning, or related field.

2. Minimum of five (5) years of progressively responsible experience in affordable housing, public housing, asset management, or multifamily operations.

3. Experience with HUD programs, LIHTC compliance, RAD conversions, or redevelopment initiatives preferred.

4. Equivalent combinations of education and experience may be considered.

Special Requirements

1. Possession of a valid State of Georgia driver’s license.

2. Must be bondable.

3. Must be insurable by the Authority’s fleet insurance carrier.

4. Must be able to work evenings and weekends as necessary.

Pay: From $65,000.00 per year
