Pinellas County Utilities is seeking an experienced and forward-thinking leader to oversee the critical support functions that enable the success of our Maintenance Division. The Operations Support Manager – Utilities provides administrative and operational leadership for Utilities Dispatch, Work Planning Coordination, Training Administration, Reporting and Performance Analytics, CityWorks Domain Administration, and Utility Line Locating operations.

This highly visible management role serves as a key partner to division leadership, ensuring maintenance operations are supported through effective coordination, strategic resource planning, technology utilization, workforce development, and continuous process improvement. The successful candidate will lead teams responsible for delivering exceptional operational support while helping drive innovation, efficiency, compliance, and customer service across the organization.

This Departmental Administrative Manager, Senior (Operations Support Manager – Utilities) is located at: General Maintenance South, 6730 142nd Avenue North, Largo, FL

Work Schedule: Monday – Friday; 7:00 a.m. – 3:30 p.m.

What You'll Do

Lead and manage the daily operations of Utilities Dispatchers, Work Planning Coordinators, Training Coordinators, Reporting staff, CityWorks administration, and Utility Line Locators.
Ensure timely dispatch of repair and maintenance crews and effective coordination of work activities from initiation through completion.
Oversee work planning functions, including job prioritization, scheduling, resource allocation, and coordination of operational activities.
Direct the development and administration of divisional training programs, including tracking, compliance, and workforce readiness initiatives.
Manage operational reporting and analytics by transforming data into actionable insights that support informed decision-making and performance improvement.
Oversee first-line support and administration of the division's work management systems and related operational technologies.
Ensure compliance with state and local line locating regulations and promote safe excavation practices.
Develop, implement, and refine operational procedures and workflows to improve efficiency, consistency, and regulatory compliance.
Establish performance expectations, monitor service metrics, and support employee development through coaching, mentoring, and performance management.
Assist with budget development, resource planning, staffing strategies, and operational forecasting.
Serve as a liaison between Maintenance Operations, Engineering, Customer Service, and other County departments.
Prepare operational reports, performance analyses, and recommendations for division leadership.
Participate in emergency response operations during severe weather events, service interruptions, and other critical incidents requiring extended or irregular hours.

What We're Looking For

We are seeking a collaborative and results-oriented leader with proven experience managing multiple operational support functions—including dispatch, work planning, training coordination, reporting and analytics, work management systems, workforce scheduling, resource planning, and field support services—within utilities, public works, maintenance operations, or similar environments. The ideal candidate will have a demonstrated ability to lead workforce scheduling, staffing coordination, and resource planning efforts that ensure operational readiness, service continuity, and the effective utilization of personnel.

Minimum Qualifications

Experience: Progressively responsible experience in utilities operations, maintenance coordination, dispatch operations, or related administrative management, including supervisory experience;

Degree: Business Administration, Public Administration, Engineering Technology, Construction Management, or a related field.

8+ years of experience as described above; or
Associate's degree and 6+ years’ experience as described above; or
Bachelor's degree and 4+ years of experience as described above; or
Master's degree and 2+ years of experience as described above; or
Doctoral degree and some experience as described above; or
An equivalent combination of education, training, and experience.

Highly Desirable

Experience in water, wastewater, or public utility operations.
Supervisory experience in dispatch, work planning, maintenance support, or field operations coordination.
Experience with CityWorks or similar work management systems.
Knowledge of GIS applications and asset management systems.
Experience developing operational performance metrics, dashboards, and reporting programs.
Experience leading process improvement and operational efficiency initiatives.
